Soros Foundation-Kyrgyzstan is seeking among Kyrgyz citizens an outstanding qualified candidate to work as Central Asia Regional HIV/ AIDS Program (CARHAP) National Coordinator

CARHAP is funded by the Department for International Development (DFID), U.K., and administered by Soros Foundation - Kyrgyzstan in close cooperation with GRM International.
The goal is to support prevention from further spread of HIV/ AIDS in Central Asia.

The main objective of National Coordinator will be to coordinate the implementation of country level harm reduction scale-up activities and provide operational management. National Coordinator is responsible for program realization and program budget implementation.


Responsibilities:
• Coordination of needs assessment and baseline studies in selected locations and organizations;
• Development of annual and quarterly Work Plans;
• Organizing, managing and monitoring and evaluation of agreed capacity building activities; strategic planning;
• Formulation of program assistance proposals for harm reduction service organizations (HRSO);
• Coordination of HRSO funding process;
• Preparation of annual and quarterly reports (progress, indicative and financial reports);
• Support in identification, selection and hiring of short term technical advisers as may be agreed by the Regional Program Office;
• Operating Management Informational System, monthly and quarterly up-date, analysis and reporting;
• Providing input to the Program Website, newsletters and promotional materials.


Job Requirements
Credentials (qualifications):
• Master's degree preferably in the field of social sciences / business administration;
• Work experience as Program/Project Leader with an international development organization;
• Proven experience in coordinating projects and programs from conception to implementation;
• Excellent spoken and written English and Russian (Kyrgyz language proficiency is an advantage);
• Computer literacy, work experience with data-bases.
Desired qualities:
• Sound knowledge of budget processes and management;
• Outstanding written and oral communication skills.
• Demonstrated ability to work independently, transparently and responsibly;
• Ability to work within Open Society Institute's network; sharing its values;
• Ability to keep up with multiple deadlines and schedules.

Previous financial, project, grant management and/or Monitoring & Evaluation (M&E) experience is an advantage.


Salary

Salary commensurate with experience.
