Public Health Program
Program Goal: The goal is to change set public values and practices that make it difficult for vulnerable society groups to use public healthcare services and social security services; the program targets to achieve the goal via support to advocacy activities for transparency and effectiveness of healthcare services and healthcare state budget. Program Objectives: · Promotion of healthcare laws ensuring enforcement of vulnerable groups rights for equal access to public healthcare services and social security services; · Changing society attitude and vulnerable groups attitude to state budget for public healthcare which goal should be viewed as effective and fair resources distribution to ensure equal access to public healthcare services; · Support to civil society initiatives aimed at monitoring and rights protection for patients from vulnerable groups (users of drugs injections, HIV/ AIDS infected, sex industry employed, lesbians, gays, transgendered, bisexuals, people with mental disorders and other); · Changing society negative attitude towards stated above vulnerable groups. Main Program Activities:
Law and Healthcare The Program supported in this field the following: development of Applied Law Guide for lawyers interested in rendering services for patients rights protection, introduction of higher education institution course ‘Law and Healthcare’ and presentation of results after monitoring of vulnerable group patients rights enforcement in public healthcare institutions in 2008. Public Healthcare Budget Monitoring and Advocacy The Program supports for this purpose NGOs initiatives aimed at conducting state budget monitoring as a tool for improving access to higher quality state healthcare services and social security services. The program conducted state budget monitoring in this field and organized advocacy for mental health services while using the conducted monitoring results. Decreasing Drugs Abuse Harm The Program supports initiatives aimed at improving access to higher-quality healthcare services and social security services for injecting drugs abusers in this field. The Program priorities in this field are: - Needs assessment and development of special services for female drug abusers;
- ARB treatment for injecting drug abusers;
- Hepatite S prevention measures, treatment and raising awareness;
- Promotion of medicines of new type that can be used for prevention from death after Opioids overdose, such as Nalaxon;
- Conducting trainings and raising awareness among state interior affairs employees (militia equivalent to policemen) about HIV/AIDS prevention programs.
Sexual Health and Rights The Program supports initiatives in rights protection for sex employed and sexual minorities, development of services for these stated groups, and conducting raising awareness campaigns for public healthcare institutions. Mental Health Initiatives The Program supports initiatives in development of out-of-hospital mental health service and social security for diseased with mental disorder for that purpose. The Program also supports initiatives in destigmatization of people with mental disorders and mental disabilities. Mass Media and Healthcare The Program conducts trainings on Journalists Effective Involvement and Cooperation for NGOs staff working in public healthcare as well as supports initiatives of journalists interested in covering healthcare issues.
