Public Health Program 

Program Goal:

To change the current social norms that prevent people who belong to the marginalized groups of the society* from fulfilling their human right to access quality medical and social services through supporting projects aimed at advocating for transparent and effective health budget distribution.


* Marginalized groups of the society (vulnerable groups) - those who are discriminated against based on different characteristics (gender, sexual orientation, incurable illness, etc. ) or practices (drug use, sex work) and as a result, have unequal access to health services, which leads to the worse health conditions and living standards. In particular, Public Health Program advocates for the rights of injecting drug users, people living with HIV/TB, women, sex workers, lesbians, gay, bisexual, and transgender people, people with intellectual disabilities and mental health problems, as well as patients with cancer and AIDS.

Program Objectives:

  • To promote the legal norms related to the public health area in respect to the marginalized groups of the society in fulfilling their rights to receive equal access to medical and social services.
  • To change the attitudes of citizens especially among the marginalized groups towards government health budget as an instrument of fair resources distribution and equal access to medical services.
  • To change negative social attitudes towards marginalized groups of the society (de-stigmatization).
  • To change and to develop social norms that ensure the protection of marginalized groups' rights to equal access to medical and social services.
  • To support civil society initiatives aimed and advocacy and monitoring of patients' rights.
  • To support civil society organizations' initiatives aimed at increasing access of the marginalized groups to quality services.
  • To support effective involvement of mass media specialists in advocacy programs aimed at equal access to medical services for marginalized groups of the society as well as to raise awareness of the society about the government health budget distribution.
Law and health initiative

To promote the legal norms related to the public health area in respect to the marginalized groups of the society in fulfilling their rights to receive equal access to medical and social services.

Sexual health and rights

To change and develop social norms that ensure sex workers and lesbians, gays, bisexual, and transgenders people's rights to access medical and social services.

Harm
reduction

To de-stigmatize drug users and people living with HIV and to develop social norms that assist drug users in accessing the quality harm reduction services.

Mental
health initiative
To support civil society initiatives aimed at advocating for de-centralization of psychiatric services and for development of out-patient psychiatric services that consider the needs and choice of the people with intellectual disabilities and mental health problems.

Health budget monitoring and advocacy


To change the attitudes of citizens especially among the marginalized groups towards government health budget as an instrument of fair resources distribution and equal access to medical services.

PALLIATIVE CARE

To support initiatives aimed at advocacy projects for reforming cancer services as well as for developing palliative care services that consider the needs of patients.

Access to essential medicines

To change and to develop government norms and guarantees as well as implementation mechanisms that ensure the rights to equally access essential medicines by the marginalized groups of the society.
