Central Asia Regional HIV/ AIDS Program (CARHAP)
CARHAP is funded by Department for Foreign & International (DFID), U.K. and administered by Soros Foundation - Kyrgyzstan in close cooperation with GRM International.
Program Goal:
The goal is to support prevention from further spread of HIV/ AIDS in Central Asia.
Program Objectives:
Program targets to achieve the following during 4 years (2005-2009) of its funding: · Support to implementation of activities for HIV/ AIDS prevention among people with risky behavior; · Building capacity of Harm Decreasing services providers and decision makers; · Support to UN triune principles; · Support to improving policies and legislature for increased effectiveness of raising awareness programs and prevention programs.
Main Program Focus Areas include:
1. Extending Program Scale and Integrity of Harm Decreasing Services The harm decreasing service providers (NGOs and state agencies) render Technical and Financial Support for this purpose. The Program actively promotes client participation in development of participatory programs with a special attention to protection of their guaranteed rights and health to eliminate stigma and discrimination for a guaranteed proper rights protection. Moreover, the Program awards annual grants to community-based organizations or self-help groups aimed at harm decrease, HIV/ AIDS prevention, rights protection in this regard and out-patient treatment for drug abusers.
2. Building Capacity for Rendering Quality in Harm Decreasing Services The Program aims at building capacity for achievement of set goals and ensuring conditions for a network of national resource centers over the entire Program duration. The Program will conduct joint consultations and assessments for development of organizational strategic action plan for its clients, personnel, communities and partners.
3. Monitoring and Evaluation of Harm Decreasing Actions System of Monitoring and Evaluation of organizations’ prevention measures is being developed for this purpose. Information data base is developed for tracking, monitoring and analysis of conducted local activities. The collected data were used for advocacy and attracting experts in developing strategies and plans, for uniting principles of decreasing harm and for use of rights-based approaches for development of policies and programs. Thus, the Program targets especially an inclusion of collected data into overall unified monitoring and evaluation system, and a use of these data for national strategic plans and implementing agencies.
4. Lessons Learned in Harm Decreasing Services are Included into National and Sector Strategies and Programs for HIV/ AIDS Prevention This activity aims at short-term special technical support and assistance to state agency partners in developing effective national strategies and plans for HIV/ AIDS prevention, in particular, in various state sectors at local level. A group of experts developed recommendations on improving legislature for harm decreasing services for this purpose.
5. Supportive Political Environment and Supportive Legislature Include Principles of Harm Decreasing This Program component aims to ensure short-term special technical support to state agency partners to ensure effective national strategies and programs for HIV/ AIDS prevention. The Program will render support in implementation of triune principles: a unified start of HIV/ AIDS prevention actions will build a basis for coordination of actions of all partners; a unified national management that coordinate HIV/ AIDS prevention actions with main multisector mandate as well as a unified monitoring and evaluation system.
