Education Reforms Program 

 

Program Goal: 

 

During education reforms as civil society institutions change, the Program renders support to state bodies in development of Framework National Curriculum and Education Standards, both aimed at providing new quality education demanded by civil society. These reforms include involvement of other interest groups into education management process, primarily such interest groups as industry professionals.   National Curriculum is a document containing goals, tasks, requirements, grading sequence and main principles of grading/evaluation; the document specifies education system performance results based on which the learning process performance and education system functioning are evaluated. National Curriculum is used as a tool for regulating pupil’s self-learning processes, high school teachers and high school itself; the curriculum promotes development of entire education system. 

 

National Curriculum includes: 

·         Goals, objectives and values of learning,

·         Main principles in developing content of learning and description of learning results as ‘what they will know’,

·         Description of study areas,

·         Main principles of grading/evaluation,

·         Requirements to learning environment and methodology,

·         Organization principles of learning system. 

 

Program Objectives are: 

·         Institutionalization and support to keeping new standards of education content and qualities stated in the National Curriculum and complied with values of open and democratic society.

·         Support to development and introduction of course standards developed in ADB Project and Sapatuu Bilim Project complied with principles and norms of the National Curriculum.

·         Support to development of principles for new Basic Study Plan complied with the National Curriculum standards.

·         Support to development of course standards, education programs and laboratory equipment for senior classes in high school (mainly for vocational training).

·         Support to development of teaching staff and managers for education system via development and implementation of qualifications standards for teaching staff in the Curriculum.

·         Testing new approaches: pilot implementation of developed standards and programs, conducting pilot evaluations of education quality.

·         Kyrgyz Academy of Education,

·         NGOs working in education field,

·         International donor organizations and projects,

·         Education institutions 

 

Expected Outcomes: 

 

  • Building institutes with professional approach in education;
  • Introduction of new institution standards in education system: introduction of professional approach standard and education results evaluation in secondary and high schools standards.
  • Updating education standards of teachers’ higher education in accordance with professional approach requirements;
  • Wider range of professional teachers involvement in development of education standards;
  • Public dialog on education policies development and education policies implementation;
  • Building capacity in secondary schools and high schools in development of course curriculums and education programs.
