Budget Transparency and Public Accountability Program Program Goal:
Budget Transparency and Public Accountability Program (BTPAP) goal is to achieve budget transparency, public accountability and society involvement in energy sector revenues management, mining industry state revenues management and management of state revenues from industries that provide main revenues to the state budget in the Kyrgyz Republic. BTPAP pays special attention to transparency of state budget revenues coming from energy sector and mining industry in Kyrgyzstan. Transparency of state revenues information is to be achieved by active participation in Executing Industry Transparency Initiative (EITI) for mining industry in Kyrgyzstan and other activities. BTPAP considers strengthening of civil society organizations and their professional development as a priority for 2008-2010. Program Objectives:
1. Raising transparency of state budget revenues from mining sector in Kyrgyzstan; 2. Institutional development of NGOs network and building knowledge capacity for civil society organizations involved in state revenues monitoring; 3. Raising transparency of state budgeting process and providing open access to information on state budget plans, real state budget revenues and expenditures; 4. Raising transparency of state revenues from energy sector in Kyrgyzstan. Program Activities and Tasks:
Raising transparency of state revenues from energy sector is an important component of the Program activities. BTPAP aims at making a substantial contribution to support of expert groups that may receive information not available in open access. Based on this information the expert groups may suggest alternative ways for energy sector development in Kyrgyzstan. Based on such suggested expert recommendations, it is possible to inform the wider public via open public information campaigns and advocacy campaigns with involvement of professional and solid NGOs. As a result it is possible to improve transparency of state activities and policies in the energy sector. The Program will also pay substantial attention to raising transparency of state budgeting process and providing open access to information on state budget plans, real state budget revenues and expenditures. The Program plans to conduct trainings for NGOs planning to work in this state budget transparency field, the Program plans to give grants on an open-competition basis for conducting state budget monitoring and advocacy.
